It's impossible to provide more than generalisations without a lot 
more information, but there are a few of observations which may be 
useful.

Firstly, unless the equipment you are making is an assembly of 
modules made by someone else, then it is unlikely that EN 60204-1 is 
the right standard for you to be using.

Secondly, EN 60204-1 is OJ listed under the LVD and the Machinery 
Directives but it was written primarily in support of the Machinery 
Directive. The requirements for emergency stops are present because 
the provision of E-stops is an EHSR of the Machinery Directive. The 
LVD contains no such requirements.

The Machinery Directive actually provides a pretty good basis for 
performing an assessment as to whether or not an E-stop is required. 
In essence, it says that if the machinery is hand guided, or if the 
provision of an E-stop would not reduce the risk from any of the 
hazards presented by the machine, then an E-stop is not required.

People tend to think of E-stops only in terms of big red mushroom 
buttons and dedicated stop circuits. In fact, it's perfectly valid to 
consider a normal stop or on-off switch as an emergency stop, so long 
as it can be shown to meet adequate levels of reliability and 
accessibility under the conditions in which it might actually be used.

EN 418 is the standard for the provision of E-stops which has been 
listed against the Machinery Directive. I suggest you read it if you 
want to be further informed about what the requirements are for 
E-stops on machinery.
