With respect to MIL-STD-461E, if a piece of equipment is mounted to a mobile
vehicle’s chassis, can this be considered a “ground?” More specifically,
should the EUT be bonded to the ground plane during testing?  I can easily see
both sides of the argument on this issue and I have been unable to find any
official guidance on the subject. Fortunately, the equipment in question’s
ability to pass these tests does not rest on the answer to this question, but
I would like to make sure that we are testing in the most correct/appropriate
manner possible.
