I cannot answer this question authoritatively.  I can say that a VOR
receiver procured after 1970 by US DoD would have had MIL-STD-461 CS103,
CS104, CS105 and possibly CS108 levied as part of the procurement, and these
requirements drive receiver front end design.  The commercial aircraft
equivalent for EMC, RTCA/DO-160, has no such requirements, but that does not
exclude either a different RTCA standard, or some other procurement
specification covering receiver front end design in the commercial world.
