Hi Chris:

I agree with others who have stated that the presence of a phone line
interface for the modem makes testing to EN 60950 seem appropriate.  I would
probably be inclined to use EN 60950 partly because it is so widely recognized.

If the view is that this product is really industrial control equipment that
happens to have a phone line port, another possibility might be to use EN
41003, which I believe is still valid but is seldom used.  This standard was
created to address situations where non-ITE products have an interface to a
phone line.  It pretty much duplicates clause 6 in EN 60950.

Depending on the physical construction of the product, there might be a way to
tie an EN 41003 approval (or even an EN 60950 approval) to the modem itself,
so that only the optional modem would need the additional approval that your
supplier is resisting.
