I don't know what this is about. Dimmers do produce mains harmonics up 
to at least 10 MHz(!) but 2.4 GHz sound highly improbable.

I don't know, and it's a lot of work to identify the differences. Maybe 
someone involved in the CISPR/F work knows.

No. Fixed installations are composed of many individual pieces of 
equipment, such as all the lighting in a building, not individual 
devices.

Now you may not mean the ordinary household-type dimmer. For example, 
dimmers used in theatres are very different, and include both high-power 
electronics and extensive data-processing. Some standards other than 
those listed above are more applicable.
