The limits apply at any distance from the eut. If the exposure is too high,
say at 1m, then either people must not be able to approach that close or
screening or other mitigation must be applied.
 
There is an issue with using antennas and probes close to the equipment, in
that if the area of the probe is greater than the area covered by the field
(at that distance) then the probe will measure a lower level than it should.
All measuring devices must be "fully immersed" in the field to function
correctly.
 
There is no far-field / near-field consideration because in the near-field the
"E" and "H" parameters are still valid although the measured Pd may be in
error.
