The DTI has published some interim guidance on specific issues of
interpretation in the EMC Regulations 2006 to assist manufacturers of
electronic and electrical equipment, and responsible persons for fixed
installations, in understanding the effect of the Regulations.  The guidance
can be found at http://www.dti.gov.uk/files/file38031.pdf

The European Commission is still considering the text of the EC Guide to the
Directive.
