These old CISPR publications have never been easy to obtain, but most of 
them were withdrawn or included in CISPR TR 16-3.

However, I don't see the subject of 'necessary bandwidth' in CISPR 16-3. 
It's possible that the material has been included in, or replaced by, 
CISPR 16-1-1.
