I don't have time to go into this in depth right now, but I suggest 
you start by reading the following:

Unless the phone is specifically sold as being suitable for use in a 
hazardous atmosphere (for example, see product number 450-6502 at 
rswww.com) in which case the ATEX Directive applies, there are no 
special restrictions on the sale of such devices in the EU. Note my 
careful choice of words ' the sale of such devices'. The 'use of such 
devices' is another matter!
