I would judge this a receiver if it could operate as a stand-alone receiver device, but I would judge this a peripheral if a major part of the functionality is achieved by using it as a peripheral.
The outcome may very well be that this is a multifunctional device, needing to seek compliance with both sets of requirements. (statements, standards, approval procedures) But my point of view is based on the European system, And not the US system of approvals. Another question for the list. I see an AM/FM receiver with a USB port and a RS-232 port on the back. Yes, there are processors and clocks inside. According to the FCC rules, the receiver needs only verification and not certification, and it specifies a short FCC statement for the back of the product. I don't have the text here, but it is not the same statement as applied on classical computers and printers, etc. The EMC test lab said the receiver is a digital device and a computer peripheral so it applied (or required) the same FCC statement as on a computer and also applied (or required) an FCC ID be placed on the product. My view is this is not a peripheral and is a receiver so it needs the first (shorter) statement and does not need an FCC ID. Which of us is right?
