I think the origin of your contact's statement about 'new' is that considerable concern is being expressed that, instead of being a restructured and updated version of the two current standards, drafts of 62368 include a great many more, and a great many different, requirements compared to the current standards. Nevertheless, the project proposal is clearly about a standard to replace 60065 and 60950, not something to stand alongside them on an on-going basis. Obviously, there will be a transition period in Europe, and the duration of that is a hot potato, too. -- OOO - Own Opinions Only.
