I would certainly agree that TRANSILs are preferable, irrespective of 
the provisions of the standard.

This subject is a frequent source of doubt and uncertainty, and if IEC 
TC108 wasn't bogged down with the huge problems of the new multimedia 
standard IEC 62368, it would be good to undertake a thorough review of 
the provisions in this area.
