In the absence of harmonised standards they have listed a TCF file number with a competent body name and certificate / report number. When the new EMC directive comes into force in July what do people write on their D of C when they a) haven't applied all (or any) of the harmonised standards and b) haven't chosen to use a notified body to bless their EMC assessment.
