I'd look at EN 60335 rather than EN 61010, and possibly (if it really is only the thermostat you are interested in) EN 60730.
EN 60204-1 would only be preferable to EN 60335 if the 'controller' was assembled from discrete modules rather than basic components. Regards Nick.
