Maybe we can postulate some of this mathematically...
    (my ten year old son thinks "word problems" should be eradicated from the
earth, but can't avoid it in this case...)
 
 
Suppose a product "P" needs compliance certification "C".
And suppose that the life of product P has a timeline "T" including
certification testing "Tt" and customer use "Ut".
Also suppose there are two unknown quantities: compliance margin "M", and
profit due to margin M we shall call "Pm".
 
 
    M = ??
    Pm = ??
 
So the question is this:
        What value of M will maximize Pm ?
 
 
My solution:
If there is no product without certification then:
 
            P = C,
        and
            Tt < Ut
 
However, 
            for time T <= Tt        Pm <= 0
            for time T >= Ut       Pm >= 0
 
    Also- we all have past experience that tells us that 
        if             T >= Ut 
        and if        M ~= 0
        then         Pm can be negative (and many people start asking me for
daily updates!!! )
 
 
Rats !    
    I still can't figure out a general rule for the value of M that maximizes
Pm !
 
 
 
    This sounds more like a business question than an engineering question.
        Makes one wonder why engineers are asked to solve this equation,
instead of a combined team of engineers and business leaders.
