I recall that there are type approvals for intentional radiator
sub-assemblies that could make your customer's job easier. However, I
think this would only apply if the antenna was embedded on your PCBA and
they didn't use an external antenna.
As to whether or not this is different from un-intentional, there was a
program where the FCC would approve computer sub-assemblies (enclosures
and motherboards) with the standards either tightened or relaxed as
appropriate. This was intended to let people assemble a PC from
different components and have it pass afterwards. Haven't heard much of
this lately.
If I were a customer I would expect typical FCC intentional radiator
data to confirm your design met its goals.
