Risking sounding like a blithering idiot (but honestly, I am just a simple idiot - I do not blither), I do not understand why, if you already have the I-V curves and rise-fall times for I/O, why you cannot just 'make' the IBIS data for any package.
Intel and National Semi have published pre-silicon models based on circuit sims (monte-carlo ?) to get this data for the rated temperature range, so they may have app notes for this. Also, there is code available that will transfer IBIS data from one format to another. And there is some open-sourced IBIS parser stuff.
