Incandescent light bulbs are only non-linear in that they are a lower
resistance cold than hot, and draw an inrush current. But at any given temp,
they are a purely resistive load.  Saturation of the EMI filter means the
inductors of course. The filters should have a current rating that you could
check. If that were the problem, an easy check would be to see if the noise
you see syncs with the line frequency, because saturation will only occur at
peaks of the ac waveform.
