This is the controversial candle flame test that has been bandied about for
many months.  The origin is a proposal from fire marshalls and UL has put the
item up for ballot on their CSDS.  Comment period closes 16NOV.

The test is not found in UL 94 and I'm not aware of any work to add it to UL
94.
