Hi Bret: I have a short follow up to my earlier response about the bump on the "5" button. Tonight, while reviewing Brazil's Resolution 392 (2005), I ran across what appears to be a mandatory requirement for the bump in Article 48.
Resolution 392 applies to any terminal device that connects to the switched wireline PSTN, so your cordless phone would be subject to Resolution 392. So, it looks like there is at least one country where the "bump" is mandatory.
