Hi Bret: As a follow up to my follow up, Argentina's CNC-ST2-44.01 (Argentina's wireline PSTN specification) also calls out the bump in clause 12.2.
So it turns out that both Brazil and Argentina require the bump. These are just two of about ten specifications that I happened to be reviewing tonight in connection with a current project, so I suspect that a thorough review of lots of countries would turn up a few more that require the bump.
