The standard doesn't, and can't say that the application of clause 7 must be mentioned on a European Declaration of Conformity, or any similar document. It only has to be in the test report, and no-one outside the company may ever see that. Of course, for Europe, the DoC must cite EN 61000-3-2 or EN 61000-3-12.
