There is no legal requirement for this in the EU that I am aware of. However, it's usually a condition of supply for most large retailers so in practice nearly all products sold have such warnings on the bags they are contained in. In these circumstances, I guess 'the authorities' have not felt it necessary to actually mandate a requirement (not that this ever stopped them in the past, but I digress...)
The only standard I am aware of which covers this is BS 1133-21. (There will be others in other countries, I am sure, but I don't know what they are - if anyone knows what they are then I'd be interested to hear from them). BS 1133-21 is not a complete safety specification. In the absence of a coherent standard, I wrote our own specification for bag markings and I'll be happy to send you a copy if you'd like me to. At the time, products complying with our spec would certainly meet the requirements of all of the major retailers with whom we were working at the time. Regards Nick.
