Paul As John suggests, you probably need a video monitor (rather than a PC monitor), which is probably 525/60 video standard, the HP receiver being of US origin. It doesn't have to be ancient; you can probably still buy such things new, although you probably want to borrow one initially.
If you look at the green signal on a 'scope, you should be able to see line sync pulses at 64us intervals, and by adjusting the timebase, see field sync signals at 16.7ms intervals (for 60 Hz) or 20ms intervals (for 50Hz). I would expect standard video signals to be negative-going sync, amplitude 1V pk-pk when terminated in 75 ohms. The sync pulses should be about 0.3V amplitude, with 0.7V video. That confirmed, you know the standard of video monitor that you require. If your monitor does have a separate sync and you have problems getting the monitor to work with the sync on green signal, it is very simple to construct a simple low pass filter to strip the video signal off the composite signal, leaving a composite sync, and there are standard sync separator ICs available to separate the line and field syncs (or do it discretely) if you really have problems.
