In the EU, if that adapter falls outside the scope of community legislation such as the LVD, then the General Product Safety Directive would apply for safety. Please note that the GPSD does not require CE marking. For EMC, it would depend on the adapter’s intended function (refer to other respondents’ replies). I hope this helps. Also, what's the 'adapter' doing? If its just a loose cord doing power conversion to plug into a cell phone, that's one thing.... if its integral to a device like an MP3 rebroadcaster, that's another (e.g., the EU RTTE directive may apply).
