Jody,
You might consider looking into, for example, EU automotive related
directives, they may address automotive accessories and trump, for example,
the EMC directive.
Also, what's the 'adapter' doing? If its just a loose cord doing power
conversion to plug into a cell phone, that's one thing.... if its integral to
a device like an MP3 rebroadcaster, that's another (e.g., the EU RTTE
directive may apply).

Cigarette Light Adapter Requirements
Is anyone aware of the current enforced or obligatory Safety/EMC/Other
requirements that are being applied to Cigarette Lighter Adapters?
I am am aware of the following:
US: UL 2089, Not mandatory
EU: CE Mark (not e-Mark)?
EMC: Appropriate Standards?
Safety: Any Requirements?
Any other countries?
