Richard, At a minimum, safety testing should be completed at the cell and pack level. IEC 62133 is a good starting point. If you plan to apply an NRTL mark to the end product, UL 1642 (cell) and UL 2054 (pack) will likely have to be met. There are also country dependent transport and other agency certifications that may be required. If your product will be connecting to any of the cellular networks, there are new CTIA requirements for the complete system.
