the circuit of to be measured. The meter is set up to measure the
oscillator grid circuit and when an external circuit is in resonance it
draws some power from the oscillator, dipping the grid."
 
"A 'Q' meter measures the voltage peak of a directly connected tuned
circuit. The LO is set to the desired frequency and to a reference
output level, then the test coil/capacitor is placed in circuit and
resonated and the Q is read directly from the meter."

So I believe, but I have very limited experience of them. In any case, 
you can't get grids these days (and you wouldn't want to provide the 
necessary supplies anyway). (;-)
