Hi Shawn, The official exemption (remission) information can be found at http://www.conformity.com/artman/publish/printer_43.shtml. I believe you are correct on the letter of exemption. From my understanding, when it comes to the gray area between yes and no, CNCA or the local Customs can issue a letter of exemption. There is no fee associated with this type of application from CNCA. However, you have to have someone submitted an application in person. Many agents provide this service. An CNCA official will present the latest update on CCC certification at the VCCI International Forum 2008 on March 7, 2008 in Tokyo. If you are a VCCI member and are or have someone closeby, you may or have him/her attend the meeting. It seems there is another one in Singapore. I don't have detail information on that.
