Kevin, The information provided by your distributor is partly true in that installations are not legally allowed be performed by just anyone. Installations of telephone line extensions (additional telephone wall outlets and in-building cabling etc) may only be performed by a "cabling provider" registered as such by the ACMA or by a person who is supervised by a registered cabling provider. A registered cabling provider does not have to be a licensed electrician however, many are. For information concerning a "register cabling provider" see the Australian "Telecommunications Cabling Provider Rules" referenced below. The applicable legislation and regulations are a little convoluted however, if you wish to identify the legal trail enforcing this, refer to the following:
