A new project has been launched to produce an amendment to AES31-2-2006: File format for transferring digital audio data between systems of different type and manufacture. This is to permit very large file sizes using a compatible extension mechanism that enables the use of the 'RF64' method (New Projects link below). Simon Auty would like to hear your views on the following questions (if you personally don't have a view on this, please ask your in-house expert, or whoever makes key decisions on immunity test results). Video Test Signal The majority opinion in the relevant working group seems to favour mandating Colour Bars (with a moving element) as the test signal in many video immunity tests. I have argued that a more critical picture, such as a Test Card with a moving element, should be used as any lack of immunity will then be more apparent. - What are your views on this? - What signal do you currently use? - Do you think it is right to use a less-critical image so as to make it easier for products to pass? (OK I know that's a loaded question!) Audio Tests Audio immunity testing is also under discussion. - Is a measurement of the level of spuriously demodulated RF, with fixed pass/fail level, the correct way to test immunity of audio products? - How, if at all, should the pass/fail level relate to the level of the 'wanted' audio? - Should there be a 'wanted' audio signal present during the test? A consultation by the Oko Institute is underway with regard to new substances and the documents are available on the link below. The deadline for responses is 8th February 2008. The Project Description for the Exemptions Review has just been published and is linked below. Consultations will start in the New Year with an interim report expected in May 2008! Members need to react promptly to this one. An IABM representative attended a course entitled ‘REACH Regulations for Equipment Manufacturers' and we’ll be circulating a summary report shortly. In early December IABM CEO, Roger Crumpton, spent a day in Brussels meeting with EU representatives working on the Energy Using Products Directive, ROHS Reviews and meeting with delegates from other representative organisations. Key information from the visit is being collated in preparation for a further IABM Environmental Workshop scheduled to be run in March. Details will be announced early in 2008. Of the 280 documents issued over this period, many have relevance to Broadcast Manufacturers, including: - Amendments to MPEG4 Part 10 (AVC) to add 'New Profiles for Profesional Applications', 'Scalable Video Coding - SVC' and 'Multiview Video Coding'. - An Amendment to MPEG2 systems level to transport SVC. - Advanced Audio Coding, AAC, (MPEG4, Part 7) has been enhanced to provide low delay operation of less than 32ms for an encode-decode operation. This is particularly useful in live broadcast such as remote news links. - MPEG has now produced a single unified standard (ISO/IEC 23002-2) for a specific conforming fixed-point approximation of the ideal integer-output 8x8 IDCT, which is a core part of MPEG1/2/4 implementations. Audio, Video and Multimedia Committee (IEC's TC100) - Report for August to November 2007 A new work item has been introduced "General channel assignment of multi-channel audio". This goes beyond current surround-sound implementations such as 5.1 and into three dimensions, to convey height information. The document aims to cover all known multi-channel systems including the sound system for NHK's Ultra HDTV system, currently passing through standardisation in SMPTE. Another new work proposal is for transporting MPEG-4 Audio Lossless Coding (ALS) format bitstreams. Being lossless, this should be useful in professional applications. It will be IEC61937 Part 10. There was a presentation from NHK on the 22.2 channel audio system that accompanies their Ultra-HDTV system, with a plan to start its SMPTE standardisation next time. - The Ultra-HDTV image format specification has been published as SMPTE2036-1. - On Video Compression, the VC-2 development (BBC's wavelet compression, part of Dirac family) documents were accepted as committee drafts. - The Displays Study Group report on requirements for picture monitors using a fixed pixel matrix to replace the traditional CRT technology is close to completion. It is proposed that 5 SMPTE engineering documents should be developed covering user requirements, measurement methods and guidelines for use. - A presentation was given on revising SMPTE435 to add a new 'Mode D', designed to transport the 3840x2160/24/25/30P signal defined in ITU-R BT1769. IABM’s affiliate membership also provides us with information on developments at the WBU (World Broadcasting Union) and the ITU. In January, I hope to have a brief report of the Technical Committee meetings that were held 30th October - 1st November 2007 in Tehran. IABM did not send a representative this year, but ABU will send us the papers, so we will make them available to members as usual. EBU The IABM is in the process of establishing stronger liaison with the European Broadcasting Union, including attendance at the annual meeting of the EBU Technical Assembly (held in May of each year). The EBU is very active in researching the technical needs of its broadcaster members and publishing requirements for equipment performance. So it will be valuable for IABM to communicate these requirements to our members, and gather responses.
