I wonder how voltage probes can yield repeatable results, since doesn't the amplitude of the HF signals depend very much on line impedance? (hence the need for a LISN in the first place)

I don't know if there is an appendix in the FCC Rules. I took a quick look at the 1984 47CFR Part 15 Subpart J - Computing Device , pp 506-512. There is no appendex in that subpart.
