Jim - You are correct – the EU RoHS directive requires no mandatory mark, whereas the China RoHS does.
Note that some of the Pb-free marks appearing on product are copyright so if you decide to apply a mark, select with care. So it may not be MANDATORY in the US, but as a practical matter, an IC manufacturer should be OK to label for a location whether or not RoHS is a requirement. The US has not, as a whole, implemented RoHS or lead free regulations. Several states are, or have considered legislation to restrict hazardous substances. California has the most restrictive laws that I am aware of, California Proposition 65, The Safe Drinking Water and Toxic Enforcement Act of 1986.
