I am not a laser safety expert either – but in my opinion it would constitute the implementation of a Laser Safety Program which requires an LSO. Class 3B and 4 lasers require use of a LS manual, LS Training, LS processes, LS inspections and much more. The goal of this is to assure the safety of others and the operator when the laser is in use from accidental exposure.
