Product safety standards typically do not specify the required safety precautions for performing testing. The facility safety requirements are normally based on government regulations and corporate policies.
I don't know the rules for most countries. In the United States, the basic rules are set out by the Occupational Safety and Health Administration in the Department of Labor (OSHA).
