Does a manual wire binding machine have CE marking requirements?  This is a
table top device used to punch holes in paper sheets and to bind them together
with a thin wire.  Entirely manual operation.  Not electrical.  EMC and Low
Voltage directives clearly do not apply.  Since it's not electrical, RoHS and
WEEE don't apply.  I'm thinking maybe the Machinery Safety Directive.  Any
thoughts?
