It does. The whole of clause 20.2 of EN 60065 is different from what you 
cited from UL 60065. It might be that the text house has tried to apply 
both standards in some way.

UL 60065:

20.2.1 Each of the following shall be contained in a FIRE ENCLOSURE: (1) 
circuits and their associated components where the available power 
exceeds 15 W, (2) inductors and windings CONDUCTIVELY CONNECTED TO THE 
MAINS, ...

20.2.2  Internal FIRE ENCLOSURES shall not have openings that permit 
accessibility to components, wiring, connections, or PRINTED BOARD 
conductive patterns where the AVAILABLE POWER exceeds 15 W and to 
inductors and windings CONDUCTIVELY CONNECTED TO THE MAINS ...

Compliance is checked by inspection and measurement and using the 
jointed test finger.

EN 60065 [parts only]

20.2.1    Potential ignition sources with open-circuit voltages 
exceeding 4 kV (peak) a.c. or d.c. under normal operating conditions 
shall be contained in a fire enclosure which shall comply with the 
flammability category V-1 or better according to IEC 60707.

[text about when a fire enclosure is not required, such as that voltages 
do not exceed 4 kV]

20.2.2    Internal fire enclosures shall not have openings for 
ventilation exceeding 1 mm in width regardless of length.
Openings for connecting wires shall be filled completely by the wires. 
Compliance is checked by inspection and measurement.

Note that in both standards, 20.2.2 refers to *internal* fire 
enclosures. The enclosure is not an internal fire enclosure!
