The standard:  UL 60065 7th Ed.

9.1.3 Openings of the enclosure (excerpted):

The apparatus shall be so designed that suspended foreign bodies cannot 
become HAZARDOUS LIVE, when introduced through ventilation or other holes.

Compliance is checked by applying to the holes a metal test pin having a 
diameter of 4 mm and a length of 100 mm. The test pin is suspended 
freely from one end, the penetration is limited to the length of the 
test pin.

The test pin shall not become HAZARDOUS LIVE.

Section 20.2 Fire Enclosure (excerpted):

20.2.1 Each of the following shall be contained in a FIRE ENCLOSURE: (1) 
circuits and their associated components where the available power 
exceeds 15 W, (2) inductors and windings CONDUCTIVELY CONNECTED TO THE 
MAINS, ...

20.2.2  Internal FIRE ENCLOSURES shall not have openings that permit 
accessibility to components, wiring, connections, or PRINTED BOARD 
conductive patterns where the AVAILABLE POWER exceeds 15 W and to 
inductors and windings CONDUCTIVELY CONNECTED TO THE MAINS ...

Compliance is checked by inspection and measurement and using the 
jointed test finger.

The test agency said:

"The enclosure construction has openings under the power supply and 
amplifier circuitry. Such construction is not considered a suitable fire 
enclosure. In order to comply with UL 60065, these bottom openings must 
be removed."

There are ventilation openings in both the top and bottom of the metal 
enclosure. The openings are about 4mm x 12mm rectangular. There are no 
internal fire enclosures.

Assuming the test pin of 9.1.3 does not pass into the product,  what in 
20.2 would require smaller openings or no openings in the bottom cover 
below the PCB's?
