The general rule is that if it can be used while it is plugged into the
charger then it should be tested while it is plugged into the charger. 

But common sense has to enter here at some point. For example, if you have a
locator for underground water pipes or whatever and it can be used while on a
charger then I would say that you don't test it on the charger because you
can't reasonably use it confined to 2 meter power cord on the charger.
