I would thought that any standard isolation transformer would do the job. We 
have one (230V) in its yellow enclosure but we don’t use it during surge 
testing.

 

However, if you are doing phase to phase surges, is an isolation transformer 
going to provide full isolation? It will certainly work for line to earth which 
may be your primary concern. 

 

The 61000-4-5 surge coupling networks are supposed to use 20 mH with large 
capacitors to ground. In practice the manufacturers use 2 mH chokes which 
appear to provide adequate protection and impedance control. This will protect 
your lab mains supply for phase to earth or phase to phase surges.
