There are 'rules' for consumer products; I think they are voluntary 
agreements between the authorities and the industry. As I remember, 
decorative parts should be available for 5 years and other parts for 7 
years.

But in these days of short product life, these numbers may not be 
realistic, especially for consumer-type integrated circuits.

Plural: data, criteria, phenomena. Singular: datum (different meaning: use
'data element' for a single item),
criterion, phenomenon. 'Effect' is a noun, 'affect' is a verb (except in
psychiatry).
