NIST recently hosted a workshop on Gulf Cooperation Council (GCC) product
regulations.  The GCC has adopted and implemented unified framework for toy
safety.  The GCC version of the Low Voltage Directive has been adopted and is
in the process of being implemented.  Other categories, such as machinery, are
still being worked on.  The UAE, as a member of the GCC, will likely be
adopting the new electrical safety system.

The product safety regulatory function in Abu Dhabi was very recently started.
The last I heard, they were establishing a national lab and intend to
harmonize with IEC standards. The controling organization is the 'Abu Dhabi
Quality and Conformity Council'. 

 

As for stds like 950 and 601, I have not seen any national diffs for the UAE,
but there is a UAE country code for the TRFs - so perhaps the IEC version was
adopted as is until the QCC can get something done for their part of the
world. A good CB report should work for the common stuff that would be scoped
in the LVD.
