Hi Derek: The standards don't specify the frequency. Rather, the standards specify that IF an equipment is RATED for a specific frequency, or multiple frequencies, or a range of frequencies, then the equipment shall be tested at those frequencies. The electrical codes of countries specify the frequency. The CE mark implies the equipment is suitable for use in any EU country. Most, if not all, EU countries are 50 Hz. So it behooves the manufacturer of equipment to be used in the EU to be rated and tested at 50 Hz. Some tests are insensitive to frequency while other tests are sensitive to frequency (mostly mains tests).
