"Thank you" to all that have commented. Based on inputs, and some independent
thinking, I'm convinced that the exemption results from being part of a
utility. But, I would enjoy a debate on this if anyone sees it differently ?
Of course, this exemption is only for the general technical requirements. The
exempted device is still subject to § 15.5 and § 15.29 , or "thou shalt not
interfere".
