Dear Learned Colleagues, 
 
When an application is a utility grade solar PV installation (e.g. solar
"farm", NOT residential installation), would the term "power system" from CFR
47 Part 15 § 15.103 include the switching converters used to convert from DC
to AC grid current?

§ 15.103 Exempted devices.
<snip>...
(b) A digital device used exclusively
as an electronic control or power system
utilized by a public utility or in an
industrial plant.
