I've been known to turn the equipment upside down.  
Gravity seems to have little effect on the ESD.
Whereas placing the HCP above the equipment gets interesting the setup and what 
the standards shows.

        I ran across an old test report on some of our equipment from a test 
house which extended the test so that the HCP was placed above the EUT. I can’t

front edge of the HCP as in figure 5 for table top equipment)

        In addition, consideration should be given to exposing all sides of the 
EUT 

         

        Well I suppose the top is a side but I’ve never seen anyone else test 
in this fashion and unless its rack mounted – not table top equipment most 
folks don’t stack equipment on top of their desktop equipment.

         

        Since a discharge knows no directivity I suppose a case could be made 
for the top – but it seems to be overkill since there is no discharge point 
above the equipment in normal cases. 

         

        Does anyone else put a HCP above the equipment and test – am I once 
again missing the boat here?
