>From my experience, the question revolves about how it is shipped.  If the
military is shipping it internally from the US to sovereign US bases in
foreign countries via military transport, for use only there, then there is
nothing required beyond US requirements (and perhaps even less than those). 
This assumes there are restrictions within the military regulations against
sale or use of the product off base.

 

If the product is going to be commercially shipped to a EU US base, expect all
of the EU requirements to be required at port of entry.

base in Germany, do the German/CE regulatory requirements apply...EMC, Safety,
RoHS, etc....?  The product is a commercial non-military product.
