There is no 'harmonization' here - UL1310 and CSA No.223 have no applicability outside of North America; this is a national deviation for U.S. and Canada. There are many IEC safety standards that address the concept of an inherently limited power source, but none are required by IEC60950-1. In any case, the requirements for an inherently limited power source are specified in 2.5.
See annex P.2 of UL/CSA60950-1, where a power source that is required to have limited voltage and limited power must meet the standards for a Class 2 power source in accordance with UL1310/CSA223. My typical approach for my employer's Class 2 + Class II power converters is to write the CB report using the 60950-1 TRF, and do the NRTL report to address UL1310/CSA223. If intended for North America only, 60950-1 is not required. Mr. Stewardship Manager's fee for my professional advise is to fix the MPS430 errata. Now.
