Dear Richard,
 
If you use UL 60950-1, the additional requirements for UL 1310 are already
considered.  Details are included in UL's Practical Application Guidelines
(PAG).  I believe the main rational for using UL 60950-1 over UL 1310 is for
international harmonization.

Looking for some observations regarding a USB AC adapter; 5V 1000mA output,
that would be sold in US/Canada.

 

I know many AC adapters are listed to UL60950 for ITE. What arguments could me
made to require UL1310 instead of just UL60950?
