Most certification bodies will look at the scope of UL 497 <http://ulstandardsinfonet.ul.com/scopes/scopes.asp?fn=0497.html> to see if it covers outdoor equipment. The scope doesn’t give any such indication. The table of contents does show outdoor tests, but there is nothing to indicate they are mandatory. Most certification bodies are not going to take the time to go through an unfamiliar standard closely to see if it correlates to the standard that they are testing to. In this case, the certification body has no way of knowing if your product passed tests equivalent to those in IEC 60950-22. I see it as quite reasonable for the certification body to ask for the full test report. In fact, I would consider it lenient treatment if they accept the test report in lieu of their own testing to IEC 60950-22. UL 497 is not harmonized with IEC standards. As such, a CB Test Laboratory is not obligated to even accept a UL 497 test report. Such a statement helps us a lot even outside the European Union. The certification body ask for documentation which justifies that our rubber gasket (seal the box and lid in our outdoor ITE), complies with the requirements in IEC60950-22 (Information technology equipment Safety Part 22: Equipment to be installed outdoors). So far, we have just given the body the reference to the UL online certification directory which refer it to the UL497 standard. The certification body ask for the UL test report as well, which I assume can be difficult to get. Question: I admit that a certification body can ask for any kind of documentation as long as we talk about voluntary certification. But is it “fair” to ask for test reports when a certificate / listing is in place?
